Every trim starts with the same question: what's this tree carrying that it doesn't need to be? Weak limbs come off, growth gets pulled back from the roofline and the wires, and on a lot where a build is underway next door, the visit itself is planned so it doesn't add one more strain to roots that construction may have already disturbed.
Before, ideally. A tree that's been thinned and balanced ahead of excavation work handles the disturbance better than one that's carrying excess weight when its roots get compacted. The two aren't quite the same thing. Trimming works from the outside, cutting back whatever the tree has grown into. Pruning is more targeted - it goes after individual branches for the tree's own health: dead wood, crossing limbs, growth heading back into the crown instead of away from it.

One session on a healthy tree can safely take off around a quarter of the live growth. If the tree's already under stress from nearby digging or compacted soil, a lighter touch spread across more visits is usually the better call.
A lot of the mature trees here predate the postwar houses next to them, let alone the new builds now replacing those houses, and decades of standing means old wounds, decay pockets and included bark that a young tree hasn't developed yet. Add construction disturbance to the mix and those existing weak points become more likely to fail, not less.
